Public Involvement Experience

Caroline has been responsible for organizing Community Awareness Plan (CAP) meetings for Districts Two and Three. These projects included the Ryan Drive (Franklin County) project, the Navy Blvd. (Escambia County) Multi-Modal Trail project and the Community Drive (Escambia County) project, all in District Three. Caroline also participated in organizing the preliminary public meetings for the I-75 Landscape & PD&E project with District Two, in which there were three meetings.

Gulf Breeze Recreation Trail, Santa Rosa Co., FDOT District 3

This project involves the design of a ten foot bike path along the south side of the Gulf Breeze Parkway (SR 30) within the boundaries of the Naval Live Oaks section of the Gulf Island National Seashore. The length of the project is approximately 2.5 miles long. Caroline has assisted the project manager in many different areas, including plan and profile sheet preparation, cross section work and the Community Awareness Program (CAP) Plan.

Adams Street (SR 363), Leon County, FDOT District 3

This 3R project consists of milling and resurfacing, constructing paved shoulders, regrading roadside ditches and extending non-functional side and cross drains. Caroline assisted the project engineer in preparing a design variance and a proposed drainage report.

Ross Road (SR 363), Leon County, FDOT District 3


This project consists of milling and resurfacing, the addition of two turn-lanes, the addition of paved shoulders and utility relocation/adjustment. Caroline assisted the project engineer in the development of a design variance for this project. She was also instrumental in quantity computations using the automated computations capability of Geopak.

SR 363/ Oak Ridge Road, Leon County, FDOT District 3

This project included the addition and lengthening of turn lanes, pavement widening, milling and resurfacing, the addition of paved shoulders and the design of stormwater facilities. Caroline’s involvement in this project consisted of annotating the plan and profile sheets, cross sections, signing and pavement marking sheets, quantity computations, and utilities. She also prepared a design variance for this project.

Capital Circle, Leon County, FDOT District 3

This 3R project consists of lengthening turn lanes, milling and resurfacing the roadway, the addition of paved shoulders and designing swale treatment with ditch blocks. Caroline was involved in the design of the signing and pavement markings for this project. She also prepared quantity computations, cross sections, and a proposed drainage technical report.

SR 295, Escambia County, FDOT District 3


This project consisted of milling, resurfacing, patching existing concrete slabs, filling joints, placing crack relief membrane and raising the existing curbing. Also included were signal loop improvements, pavement markings and new signage. Caroline was involved in setting up the drainage structure sheets for this project including layout, drafting in Microstation and adding utilities. She also prepared the signing and pavement markings design.

US 301, Alachua County, FDOT District 2

This District Two 3R project consisted of widening for the addition of a paved shoulder and resurfacing. Other improvements included closing and relocating median openings, widening of medians within the urban area of Hawthorne, and removal of existing on-street parking. Caroline was instrumental in developing a corridor accident analysis for this project. This involved the locating, on aerial photographs, of all accidents along this 18.144 mile corridor utilizing the Departments historical database. Caroline prepared the signing and pavement markings design for this project. She also was responsible for the evaluation of the side-drains throughout the corridor, including extension or replacement of existing pipes.

SR 30, Escambia County, FDOT District 3

This project consists of the addition of two lanes to the existing two lanes on SR 30 in Pensacola, Florida. The existing two-lane section will be milled and resurfaced. Stormwater treatment facilities were required to provide for treatment of the additional impervious areas. Caroline was responsible for the signing and pavement markings design for this project. She was also involved through quantity computations and plans correction.

I-10, Washington and Holmes Counties, FDOT District 3

Lochrane Engineering was responsible for only the Traffic Control Plans for this project. The project consisted of rubblizing and resurfacing for three different sections of I-10 in three different projects. Caroline assisted the project engineer in plans preparation and production, as well as preparation of a design variance.

SR 207, St. Augustine, FDOT District 2

This project was a 5 mile urban roadway project in St. Augustine County. The project was an upgrade from a two-lane rural major arterial to four-lane (future six-lane) urban roadway. Caroline was involved in this project through quantity computation. She also prepared a technical report for a meeting with the Contractor prior to the start of construction.

US 441, Alachua County, FDOT District 2


This project is a bridge replacement project over the Santa Fe River. Caroline was responsible for the signing and pavement markings design for this project. She also assisted in site visits to assess the physical condition of the roadway and prepared quantity computations.
