SR 30/US 98 (3.2 Complex Highway), Escambia County, FDOT District
3
The SR 30 project consists of converting a two-lane rural roadway
section to a four-lane median divided highway. Originally four
(4) retention/detention ponds were designed for this 4.0 mile
project. Through an intensive “partnering process” with the
Pensacola Naval Air Station and the Pensacola Junior College,
the number of stormwater ponds were reduced to two (2). The
right-of-way was required for the project was acquired by exchanging
site improvements for the navy and the college for the two pond
sites. Joe served as chief facilitator for the partnering process
and was instrumental in negotiating the “right-of-way for site
improvement” deal. This project is now under construction.
SR 207 (3.2 Complex Highway), St Johns County, FDOT District
2
The SR 207 project, located in a rapidly developing corridor
in St. Augustine, consisted of turning a two-lane rural roadway
into a 4/6 divided urban highway. The area around the roadway
had average wet season water table at the surface of the ground.
Black base was needed to keep the roadway section close to existing
grade to reduce the right-of-way required. Five (5) stormwater
ponds were designed, one at 20 acres, to handle the stormwater
generated from the roadway. Joe served as Engineer of Record
and Project Manager for this project.
US 301 / SR 200 (3R), Alachua County, FDOT District 2
This project consisted of widening for the addition of a paved
shoulder and resurfacing. Other improvements included closing
and relocating median openings, culvert extensions, widening
of medians within the urban area of Hawthorne, and removal of
existing on-street parking. The length of the project was 18.144
miles. Joe served as quality assurance engineer and project
manager. He was responsible for managing the Lochrane team as
they compressed the project schedule from 12 months to 8 months.
Rosalind Ave/Southern Gateway, City of Orlando
Joe served as project manager and public involvement coordinator
for this project. The Southern Gateway Project involved the
realignment of Orange Avenue/Magnolia Avenue into Rosalind Avenue
as the southern entrance into Downtown Orlando. The realignment
impacted the Cherokee National Register Historic District, Lake
Lucerne and the East-West Expressway. Extensive Public Involvement
for this high profile project included coordination with the
Downtown Redevelopment Agency (DRA), Historic Preservation Board,
Cherokee Historic District Neighborhood, Orlando/Orange County
Expressway, the Florida Department of Transportation, the Mayor's
Office and Orlando City Commission and the general public.
The final product produced through the public involvement process
included a 82.30 meter historically sensitive bridge (i.e. iron
work railing, bridge pavers, period street lighting), extensive
streetscaping and a three lane northbound typical section. A
detailed public involvement program was prepared which included
"laser imagery" to show all involved agencies and the general
public how the final improvements would appear. The facility
has been constructed and is now open to traffic.
CR 232/Millhopper Road, Alachua County
Joe served as project manager and public involvement coordinator
for this controversial project. The project involved roadway
and landscaping improvements in a 4.02 kilometer corridor designated
as a Scenic Roadway by the Alachua County Commission. An extensive
Public Involvement Program was developed to deal with residents
concerns as well as those of Alachua County's bicycle and tree
preservation activist. A total of 1728 trees, within the corridor,
8 inches or more in diameter were surveyed, identified and rated
as to life expectancy. The proposed improvements were designed
to reduce the impacted trees to less than 100. The key to the
successful completion of this project was the development of
a high creditability with the public and county commission.
I-75 Corridor Landscape PD&E and Design
Joe is currently serving as the project manager for this extensive
public involvement, study and design project. The principal
parties involved in the project are primarily from the Alachua
County/Gainesville area. The project consists of developing
concepts for the 140 mile corridor from SR 44 to the Florida/Georgia
State Line. Final Landscape Design Plans will be prepared for
the SR 44 and I-10 Interchanges. A “gateway” plan will be developed
for the Florida/Georgia State Line.
Adams Street (SR 363), Leon County, FDOT District 3
Joe served as Project Manager for this project, which consisted
of resurfacing and milling of roadway, constructing paved shoulders,
reworking roadside ditches, and extending non-functional cross-drains
and side-drains.
Ross Road (SR 363), Leon County, FDOT District 3
As Project Manager, Joe assisted in the design of the intersection
and turning lane improvements for this project. The project
was constructed in a very limited R/W with heavy commercial
areas. The project also had to meet Leon County’s storm water
requirements.
Oak Ridge Road (SR 363), Leon County, FDOT District 3
As Project Manager, Joe was responsible for aiding in the design
of intersection and turning lane improvements. The project included
the design and permitting of a retention / detention pond to
meet Leon County Stormwater requirements.
Capital Circle, Leon County, FDOT District 3
Joe served as the Project Manager for this project. The project
consisted of turning lane and drainage improvements. The project
also included Leon County Stormwater Permitting.
SR 20 (3R), Jefferson County, FDOT 3
This project included 10 miles of milling and resurfacing a
four-lane roadway. It also included culvert extensions, inlet
top adjustments, ditch realignment, sidedrain replacement, bridge
widening, and bridge replacement over the Aucilla River. Joe
served as project manager and quality assurance engineer and
maintained close contact with the FDOT project manager.
Jacksonville/Baldwin Railtrail, Duval County, FDOT District
2
This project consists of converting an existing abandoned railroad
bed into an equestrian/bicycle trail. The project is approximately
16 miles in length. Portions of the project meander through
existing wetlands. The project contains several major creek
crossing which involved the preparation of Location Hydraulic
Reports. Joe served as project manager for this project.
Salty Creek and Mill Creek and Little St. Mary's PD&E, FDOT
District 2
Joe served as project manager for this three off-system bridge
and roadway reconstruction project. One of the projects, Mill
Creek, involved an extensive rehabilitation alternative for
an historic 1916 Luten Bridge. A detailed preliminary and final
engineering study was performed along an environmental study
which ultimately led to CATX development.
